The oceans and continents formed when the Earth’s outer layers buckled at the time of the flood of Noah. Mountains formed where the tectonic plates collided and overlaped.
There was no Pangea; the continents did not drift apart. The Earth’s crust is continuous even under the oceans. The Earths crust either buckles up to form land or down to form oceans. Where there are cracks in the Earth’s crust, tectonic plates can over ride each other and form mountains.
